The State is pleased that the Roanoke-area WIB continues to think outside the box as policy innovators. We support WIB III in creating a new organizational structure that could set the stage for other WIBs across the State.
As we discussed on November 18th, the Executive Director issue is but one part of an exciting package of initiatives that includes: direct partnering with a regional economic development organization; conducting a true regional review of all needed training services and all needed training providers in order to identify gaps and duplication in service; improving overall efficiency and effectiveness; testing the theory that a smaller board would be more effective by removing board members with potential conflicts of interest, while strengthening board committees and advisory groups; looking into the regional consolidation and collaboration of workforce training dollars in keeping with the JLARC study; shifting the burden of program administration away from the small staff of the WIB; and strengthening the One-Stop Operators Consortium and providing more support to the program efforts of the One-Stop Career Centers.
This is an exciting program of work. Our team will plan to be in Roanoke on December 15 and 16 to meet with the CLEO, the WIB, the One-Stop Operators, Contractors, and others that you feel would be beneficial to be involved in the planning process.
Your interest in making substantive systems changes to your WIB is refreshing and we thank you for inviting us to work with you on this important initiative. All of us at the State level are ready and willing to facilitate the provision of technical assistance to you.
